Can I refreeze cooked pinto beans after they have been thawed and refrigerated?

Yes, you can refreeze cooked pinto beans after they have been thawed and refrigerated, assuming they were safely handled up until then. 
A general food safety rule is – don’t leave cooked food between 4 and 60 degrees Celsius (40 and 140 degrees Fahrenheit) for more than 2 hours.
If, in your case, the cooked beans had been left in this Danger Zone for more than 2 hours, pathogens can multiply and produce toxins.
Refreezing food does not kill all of the pathogens. And, some types of bacterial toxins will not be destroyed when the food is reheated before serving.
